At the present moment, people pay for supplied public utility services, in particular, for supplied hot water and electric power, based on readings of installed metering instruments and in absence of such instruments – based on the consumption rates fixed by the city administration.
In accordance with the clause 4 of Article 11 of the Law “On Natural Monopolies and Regulated Markets”, consumers of services supplied by natural monopolies should have metering devices for accounting of supplied public utility services. In accordance with the rules of heat power utilization approved by the order issued by the Minister of Energy and Mineral Resources of the Republic of Kazakhstan on January 24, 2005, heat consuming plants of the customers shall be equipped with commercial accounting devices for ensuring proper accounting and payment to heat-and-power supply companies for supplied heat.
Positive effect of metering devices installation is obvious. Installation of meters will allow for private consumers to pay for public utility services based on the actually supplied services and for corporate customers – to use its production capacity more efficiently.
“North Kazakhstan Power Center” LLP calls on all chairmen of Apartment Owners Cooperatives and authorized representatives with the request to not to let the precious moment pass and install heat power meters in summer period. Amount of payment for purchase and installation of heat power metering devices was agreed with and approved by the director of North Kazakhstan area Department of the Republic of Kazakhstan Agency for Natural Monopolies Regulation in accordance with the clause 8 of the rules on amount and mechanism of collection of payment for purchase and installation of devices of regulated public utility services (commodities, work) accounting approved by the Order issued by the Chairman of the Republic of Kazakhstan Agency for Natural Monopolies Regulation on August 7, 2006.
In addition to that, for the purpose of reduction of payment amount for purchase and installation of heat power metering devices for houses of total area up to 1,000 square meters, Department of the Republic of Kazakhstan Agency for Natural Monopolies Regulation recommends to install one metering device per several residential buildings taking into account particular technical conditions.
Upon thorough analysis of the results of the previous heating season for all apartment buildings with installed devices of thermal power metering and accounting, specialists of "North Kazakhstan Power Center" LLP came to the following conclusions: Average heating tariff for 5-storey residential (apartment) buildings was 51.23 tenge per a square meter, hot water tariff was 355.37 tenge per a person; average heating tariff for 3-storey residential buildings was 58.61 tenge per a square meter and hot water tariff was 388.88 tenge per a person; heating tariff for 9-storey residential (apartment) buildings was 48.28 tenge per a square meter, hot water tariff was 336.99 tenge per a person. As for 10-storey residential buildings, heat tariff, on average, was 51.23 tenge per a square meter and hot water tariff was 364.49 tenge per a person while basic heating tariff that is called a "city" tariff was 72.56 tenge per a square meter and hot water tariff was 386.99 tenge per a person.
All those residential buildings, of course, were prepared to winter (winterized) in accordance with proper procedures. Thus, other people, who are still thinking the issue of thermal energy accounting device over, can also quite easily make the same calculations.
